Today Kentucky Senator Rand Paul went on MSNBC’s “Morning Joe” and he was asked about Lindsey Graham’s comments that a restrained U.S. foreign policy led to the rise of ISIS. Here’s what Paul said in response (http://reason.com/blog/2015/05/27/rand-paul-blame-hawks-in-our-party-for-c):
ISIS exists and grew stronger because of the hawks in our party who gave arms indiscriminately and most of those arms were snatched up by ISIS. These hawks also wanted to bomb Assad which would have made ISIS’s job even easier. They created these people. ISIS is all over Libya because the same hawks in my party loved Hillary Clinton’s war in Libya, they just wanted more of it. But Libya is a failed state and a disaster, Iraq really is a failed state or a vassal state now of Iran, so everything they’ve talked about in foreign policy they’ve been wrong about for 20 years and yet they somehow have the gall to keeping saying and pointing figures otherwise.Now you can argue both sides of Paul’s statement and it’s not the point of this piece. The point of this piece is what Governor Bobby Jindal said in response. Here’s a press release sent out by Jindal attacking Paul.

Governor Jindal is certainly positioning himself as a hawk in the race and this press release (http://www.gov.state.la.us/index.cfm?md=newsroom&tmp=detail&articleID=4965) really isn’t surprising. However, it may be a violation of the Louisiana State Constitution’s ban on using public funds to urge the vote for or against a candidate, in this case Rand Paul for U.S. President.C.B. Forgotston, who has been a thorn in the side of Jindal since he became governor, sent out an e-mail to his massive e-mail list pointing out that this press release is a violation of Article 11, Section 4 (http://legis.la.gov/Legis/law.aspx?d=206346) of the Louisiana State Constitution. He copied his entire list on a-mail to Stephen Street, the State Inspector General (http://oig.louisiana.gov/).
Stephen:The below press release from the governor’s office is a violation of Louisiana Constitution, Article XI, 4. It clearly urges a vote against U.S. Senator Rand Paul for President of the United States. The press release was issued by state employees and has no disclaimer that public funds were not used.If this is not a violation of the law, please advise why it isn’t.A RESPONSE IS REQUESTED.C.B.Here’s what Article 11, Section 4 says (http://legis.la.gov/Legis/law.aspx?d=206346):
§4. Prohibited Use of Public FundsSection 4. No public funds shall be used to urge any elector to vote for or against any candidate or proposition, or be appropriated to a candidate or political organization. This provision shall not prohibit the use of public funds for dissemination of factual information relative to a proposition appearing on an election ballot.I think C.B. is right on this one. The press release is a violation of state law because it was issued on official state stationary and released by state employees. Shannon Bates Dirmann is an employee of the State of Louisiana, not Jindal’s exploratory committee. I'd love to see the guy go down because of misuse of public funds. He is apart of the Louisiana Republican Caucus of statist dick suckers that used violence on us at the state convention in 2012.
He is hated in this state. He is an embarrassment.

Louisiana Democrats are calling for an investigation into Gov. Bobby Jindal’s use of the governor’s office to take aim at Republican U.S. Sen. Rand Paul’s campaign for president.

In a statement released through the Louisiana governor’s office Wednesday morning, Jindal said Paul is “unsuited to be Commander-in-Chief” because Paul claimed on national television that Republicans are to blame for a rise in Islamic State militants.

Paul launched his 2016 presidential campaign last month. Jindal last week launched an exploratory committee to weigh his own 2016 run.

State law prohibits the use of public resources to “urge any elector to vote for or against any candidate,” which the state Democratic Party is citing as it alleges the statement from the governor’s office amounts to “a flagrant abuse of power and violation of the law.”

Jindal’s office has denied any wrongdoing and defended its use of state staff and government letterhead to slam Paul’s suitability as president.

“Matters of national security are very important to Louisianians, and Louisiana is home to many American soldiers,” Jindal spokesman Mike Reed said in a statement. “The suggestion that the governor of Louisiana cannot or should not comment on matters of national security is without merit.”

Except...it is with merit because it violates state law.

The way I see it the more these bottom tier guys take aim at Paul the better. They're not going take away any of his support away and any support they pick up would have to come at the behest of the top tier candidates that already share those same views. So if they can pick up support it should pull a few points away from the likes of Bush, Rubio, Walker, and Huckabee. Now it could drive Rand's negatives up which is why I think everytime he goes on fox news he needs to be reminding viewers of his declaration of war proposal back in December. I know he's trying to appease everyone, but the last thing he needs is for his negatives to get driven upwards among republicans for the primary. He would then potentially run the risk of lowering his ceiling of potential support for the primary. He has to avoid this while Team Rand can figure out a way to convey the message that the only way those bottom feeders can rise in the polls is to convince voters that their better than those top tier candidates that share the same views. I think this would also help position himself as the top anti Bush candidate.
