There are plenty of animals on welfare already...

Or are you talking about the 4-legged variety?

To the best of my knowlegde Rand has no overt politicized stance on ethical treatment of animals.
He's generally not a political champion of animals rights. He scored 20% on the HSLF scorecard.

http://www.hslf.org/assets/pdfs/humane-scorecard/humane-scorecard-2014.pdf

Per 2014 Humane Scorecard there were 7 key senate votes:

He did not vote on:

Horse Soring
Primates as Pets
Horse Slaughter
Hen Housing
Animal Fighting

He voted pro animal on:

Sportsman Act

He voted anti animal on:

Farm Bill Final Passage

My guess is that if you asked Rand he'd say horse soring and slaughter; animal fighting; and the capacity of hen houses is not an issue the federal government should involve itself in.

He's from Kentucky. This is interesting, considering horse racing brings a lot of money into the state.

Or giraffes.

Shouldn't that be a concern of Africa?

I don't think the US Constitution provides the authority for the federal government to inject itself into this subject within the States. It could make laws and ordinances for the District of Columbia and the Territories, but it simply has no authority provided in the US Constitution to pass requirements on to the States.

I think your correct. But that won't stop people from insisting on it anyway and if enough people do a law will be passed, Constitution be damned.

Regardless of where they live, giraffes need nice things too.

The question is, are they willing to ban William Wallace to get them?
