Most of that burden comes at the state and local level. Every time I install a kitchen sink for a neighbor I'm a damn criminal because I haven't paid into the plumbing bureaucracy and I don't know how many fire department hookups a 30 story building needs. Many towns a landlord can't even replace a broken window on his own property.
