Crossroads was linked by Mark Levin the other day. So my guess is Karl Rove is doing it with the help or at the request of Jeb.
Jeb and Rove clearly are linked through Rove and George W.

The Blackrock Group is the public affairs firm doing the ads. It’s headed by Michael Dubke, Carl Forti and Brian Jones.
