The Department of Justice will begin prosecuting as adults those juveniles who have committed serious or multiple firearm offenses.

Delaware Attorney General Matt Denn said Friday the department has developed a series of initiatives that will allow the courts to crack down on juveniles who are a danger to the public and keep them from returning to the community to commit additional violent crimes.

Delaware saw 3,339 juveniles commit crimes in 2013, according to the Annie E. Casey Foundation arrest statistics. Nationwide, violent youth arrests number at about 53,000 — a statistic that has declined from a mid-1990s high of 500,000, according data available on the National Juvenile Justice Network’s website.

Still, the Department of Justice’s new juvenile anti-gun program is looking to further reduce the thousands of teenagers committing violent, weapon-related crimes by altering charging decisions for juveniles, Delaware’s WBOC 16 reported.

“We need juveniles in our state to understand that carrying a gun has real consequences,” Mr. Denn said in a statement obtained by WBOC 16. “It no longer automatically means a delinquency charge that will disappear from your record when you turn 18. Prosecuting a juvenile as an adult is a difficult decision and one that we don’t make lightly, but these gun crimes have created an intolerable condition on our streets.”

Don't they already charge juveniles as adults if they shoot someone?
This seems more aimed at possession and opens a whole can of worms. Hunting, pinking on your own property, marksmanship competitions... What about boy scouts going after that merit badge?

I can see this if they are talking gang activity and drug dealing or holding up a gas station, but mere possession in legitimate activities is increasingly viewed as a crime for the under 18/21 set.

Then give "juveniles" all the rights and responsibilities afforded/demanded of an adult.

What a crappy article. It starts out with the Federal DOJ and then switches to Delaware such that you can't exactly who is doing what.

Yeah, after the headline it pretty much seems as if it is the state of Delaware's Dept. of Justice. Hope 12 year old will get their license to drive if they can pass the test in Delaware soon.

Berry was 14 years old when he was arrested in connection with an Oct. 28, 2011, armed robbery, in which two victims said four males approached them with firearms and demanded money on Dugas Street. According to past Augusta Chronicle reports, the suspects struck one person in the back of the head, stole the keys to a Ford F-150 and fled in the stolen pickup.
Berry was charged with aggravated assault, theft of a motor vehicle and robbery but was sentenced to probation in Juvenile Court.
Harris said Berry’s probation was revoked in November 2013, at age 16, for violating terms and he was ordered to serve the remainder of his eight-year sentence in confinement. He was first sent to Augusta Youth Development Campus and was transferred to the medium security Burress Correctional when he turned 17 last year, Harris said.


In the photo, Berry, who turned 18 on Saturday, is shirtless and kneeling on the ground with his left eye swollen shut and two men standing behind him. A rope is tied around his neck like a leash, and one of the men has the end of the rope looped tightly around his hand.
