The surprises in Oregon's pioneering new voter registration system: a Q&A

Gov. Kate Brown on Monday will sign into law a new first-in-the-nation system for registering Oregon voters that could someday ensure that almost any legally qualified adult is added to the voting rolls.

The new system - which calls for voters to be automatically registered using drivers' license data - was passed after a sharply partisan debate in the state Legislature and has raised many questions in the minds of both average voters and political operatives.

Could it be that Oregon is really all that worried and desperate about declining voter registration and turnout?
