Thomas Massie requested the reading (opposed the dispensing of the reading) but then after a long bit of it was read, he withdrew his opposition to dispensing the reading and asked that the senate amendment be tabled, it failed and then he called for recorded yay's and nay's.

It seems that the CSpan announcer things they are voting on tabling the amendment and it says that on the vote title, but it didn't sound like that's what went on, to me.

(edit: maybe Massie requesting the recorded vote was on the tabling of the amendment)

So they passed the Senate bill which funds DHS through the end of September without any of the Amnesty provision the House proposed in theirs.


The bill, identical to a measure that cleared the Senate last Friday, passed by a margin of 257 to 167, with 75 Republicans and 182 Democrats voting in favor. The bill did not include language preventing President Obama from moving forward with his proposal to shelter millions of undocumented immigrants in the U.S. from deportation by offering them work permits.

The outcome marks a stinging defeat for conservatives in Congress, who had demanded that any bill to fund DHS include language tying the president's hands on immigration. Boehner broke the news to the House GOP caucus during a closed-door meeting on Tuesday morning.

"I am as outraged and frustrated as you at the lawless and unconstitutional actions of this president," Boehner told his rank-and-file, according to a source in the meeting. "I believe this decision - considering where we are - is the right one for this team, and the right one for this country."

Boehner directed the blame for the predicament at the Senate, where Republicans were unable to break a Democratic filibuster and insert the immigration restrictions into a funding bill. "The House has done its job by passing legislation to fund DHS and block the president's executive actions on immigration," the speaker said, according to the source. "Unfortunately, the fight was never won in the other chamber. Democrats stayed united and blocked our bill, and our Republican colleagues in the Senate never found a way to win this fight."

So it's this rodeo again. Boehner looks good to his inside circle and left who are glad on him for caving and doing what they feel is the right thing. He's only feeling heat from a, as of now, very vocal minority. As much as we commend Massie and the like, there still aren't enough of them and even when there's more heat on Boehner, such as with the Speaker challenges, he still manages a victory because he has the numbers and backing on his side. Complacency, really. To beat him, you'd need the money, backing, and name recognition just to even be considered a threat- which makes McConnell's talk of crushing the tea party in 2014 all the more relevant since many of them- McDaniel, Brannon, Elaine Hays, Bevin, Graham's challengers, Katrina Pierson-all lost. Even Walter Jones had to put up a good fight and will have yet another challenger next go around.
