Citing concerns over taxes and regulations, fifteen towns in New York's Southern Tier region are looking into the possibility of seceding from New York and instead joining neighboring Pennsylvania.

This has been going on for about two years now in the south west corner of NYS. Fracking wasn't the primary reason.
