According to the RonPaulBlimp.com site:

We will not be forming a PAC (Political Action Committee) as discussed originally. Under a PAC donations to the blimp would count towards donations to the official campaign. For example, if a person contributed $100 towards the PAC then they would only be able to contribute $2,200 of the $2,300 maximum to the official campaign.

I don't want to argue about the blimp here, but is the above statement true?

I thought other people here were starting PACs, and the money is considered separate, and would not count toward the official campaign contribution limit, is that true?

It depends on how the PAC is formed (if they are a single candidate PAC the above is true always), if they are a multi candidate PAC that would only be true if they solicited at an event where someone could reasonably consider the donation to go to Paul or if their solicitations named or pictured a specific candidate (say they named Biden and Paul equally then any donation would be considered to go 50% to Biden and 50% to Paul). Raising money for a Paul blimp would be considered 100% for Paul.
