It would be less expensive and more effective all around to have an explicit non-enforcement policy. Costs more to enforce the train fare on one guy than could be gotten from all the people who would deliberately evade the fare. Relying exclusively on social stigma would be better - 99% of the people who would ignore the stigma don't have the money anyway.
