All the details are not clear yet about the apparent altercation between a black man and and a visiting Israeli in NY that ended with the black man shot to death by cops:

Some odd details from media reports:
"He was going towards the officer,” witness Yechi Hamlech, 19, said. “His eyes were bulging, he must have been on drugs.”
A single shot rang out, hitting Peters in the stomach, according to cops.
A second video shows Peters lying on the ground — conscious and moaning — as cops put him in handcuffs.
He was rushed to Kings County Hospital, where he died at 3:15 a.m.
One cop was treated for ringing in his ears at New York Methodist Hospital.
Deputy Commissioner of Intelligence and Counterterrorism John Miller said Peters was emotionally disturbed and “has a history of acting out in other places.”
In light of another knife attack in Israel and concerns over the incident at the Lubavitch headquarters, the NYPD will ramp up its protection of religious institution throughout the city, Miller said.
“You will some enhanced coverage in terms of police presence at these locations,” Miller said.
It was not immediately clear if Peters screamed “I want to kill the Jew,” according to Pat Conroy, chief of the NYPD’s Brooklyn Detective Squad.
"At this point ... he may have said words to the effect of ‘I will kill all of you,’ or words to that effect,” Conroy said. “We're still interviewing witnesses at this point.”
Rosenblatt arrived in Brooklyn two weeks ago to study at the Chabad headquarters, witnesses said.
A 25-year-old Israeli at the synagogue, who wished not to be named, said he saw Peters enter and leave the building an hour before the attack.
"He was looking around, he asked for a book," the witness said. "He looked not so much crazy, but different."
When the man returned, he was armed with a knife in his hand and anger in his voice.
Peters lashed out at Rosenblatt in an apparently unprovoked attack, leaving the young man bleeding on the ground, begging for help.
