Harry Reid nominated and voted to approve a bunch of federal judges and head people to manage the purse strings for a bunch of federal agencies. Each nomination was accompanied by a sheet of paper that had 17 cosponsors on it. He was the only person voting. Each time he waved reading the names of the co-sponsors.

Pretty surreal.

It's a good bet that no one with a R by their name knew the Senate would be conducting business.

If you have ever watched CSPAN, there often is only one or two Senators or Congressmen in the room unless a major vote is going on. Despite our mental image of them all being there, listening carefully to what each other is saying and debating on the issues. You see guys (and ladies) giving speeches to empty chairs most of the time.

I'm an on and off C-SPAN junkie and I have never seen a vote go down like this in 10-15 years if watching.

Sure, the chamber is frequently empty when speeches and debates are going on, but they are talking to us, not each other. They cluster votes and when they happen everyone comes in and votes, then leaves.

You are describing special order speeches. No votes take place during special order speeches. Ron Paul gave a lot of special order speeches.

All opposed say NAY (there are no other senators in the room)
In my opinion the YEAH's have it.

yeah, the Kentucky judge was one of them, but I'm pretty sure there were more than 3 judges.
