Indeed it does say "may" because it hedges whether the emails can be formatted to be viewable. Basically "we found them but they may not all be readable". Probably the ones with the damaging info in them will be the problematic ones, of course.

I once recovered a source file from the memory of a computer, when the editor crashed (I told her, don't touch your computer, until I write a small program to run on it). Yeah, that was in the DOS days, but..

As you can see from the pic... many of Louis Lerner's emails were from Lerner's mobile device aka WIRELESS HANDHELD, so all of those are stored on the email server as well as the NSA servers, since they too, capture data from all mobile devices. Be nice to see all the redacted info too.

Those black bars aren't redacted lines of text and deliberately obscured words here and there.
Oh no, they are just all completely innocent and random HDD bad sector glitches, bad checksums
from extended cosmic radiation exposure times that are also subject to reciprocity failure due
to the fact the NSA data storage center does not have enough water to operate at full capacity.

Relax, the water problem can be solved with additional funding and Snowden has made several
new backup copies anyhow.
