On Wednesday, a report was released by New Orleans's Inspector General Edouard R. Quatrevaux, which revealed that five detectives of the New Orleans Police Department whose responsibility is to examine the sex crimes failed to investigate over 1,000 calls seeking help and followed only 14% of the cases.
Of the 1,290 sex-crime calls, received by New Orleans Police Department between 2011 and 2013, 840 were designated as 'miscellaneous' and out of 450 calls which made an initial investigative report, 271 of them were not documented further.
"It was a persistent, systemic problem. It was a problem of lack of supervision and management that this could go on for three years and no management or supervision at N.O.P.D. recognized it", said Howard Schwartz, the inspector general's lead investigator.
The report was released in a joint news conference. The superintendent of police, Michael S. Harrison was also present in the conference. He took the charge of the position last month only.
He said that the detectives have been transferred and the Police Department's public integrity bureau is investigating the detectives. The bureau worked with IG's office to prepare the report. He is very much disturbed by the findings of the report, Harrison added.
A review of the cases handled in the special victims section by the detectives will also be conducted.
The report explained the ignorance of victim's charges of sexual assault and discharge of referrals from medical personnel. It also revealed that the detectives used to note down the progression of evidence whereas no proof was found to support that.
