The White House said the U.S. would seek by 2025 to reduce greenhouse gas emissions by 26 percent to 28 percent below a baseline level from 2005. At the same time, China said it intended to begin reversing the rise of its carbon emissions by 2030 and to increase the share of nuclear, wind, solar and other zero-emission power to 20 percent of all of its energy consumption by that year.

Curious phrasing there. It indicates a 1/4 cut to emissions (industry) in the US by 2025, yet China won't start cutting theirs until 2030. More jobs leaving the US and going to China.

I think there's some real tension between the leaders of the respective powers involved (US, China, Russia, Saudis, etc) but they, and their staffs more so, are all still working toward the same goals. The leader dramas like Obama's current nicotine gum thing and wives club is real but in the long term they all know the individual personalities will be replaced, so the long term goals are not affected. Part of the game is presenting these minor dramas as real "issues" for the masses while they all work toward the same goals.
