Sure- they want to plan for how to deal with a "worst case scenario". That is smart planning. I would be more worried that they had no plans for a crisis. Militaries try to plan for all possible events they can. Doesn't mean they expect to actually use the plan.

Bloomberg has been reporting, THE FEDERAL RESERVE is studying which insurance/banking/ companies to "Save" aka BAILOUT, in the coming economic collapse.
