Islamists for a few years now, as they attack the Syrian Gov.

Looks like we are changing course & now going against the jihadist.

How would a Ron Paulish administration convince the Turks to stop helping the jihadist?

I haven't.....

Probably just ask them and remind them that as part if his foreign policy, they won't be receiving any monetary or military support that allows their repressive regime to support jihad and quell dissent at home. Also, the US bases in Turkey will be closing regardless so no more weapons running with complicit help from US or secondary income from the bases.
Finally, if any Turkish-funded jihadists commit a crime on US soil, Turkey's leaders will be named in a letter of Marque and Reprisal and/or a declaration of war from the US Congress.
