I recall hearing several years ago after the Ruby Ridge incident, that this disbandment idea had been suggested many times throughout the past, from several admins, and that it always ended when other department heads made it clear that they would not willingly accept the employees from the BATF because of their "low performance" and "questionable character", and the gov can't lay them off because of the union, so they have kept them.
Don't know if it that is true and will see if I can find a link.
