Police say someone threw a Molotov cocktail through a window at Congressman Emanuel Cleaver's Kansas City district office.

This is the second incident within the last six years when someone attempted to throw an item or items at the building, said Cleaver's chief of staff John Jones.

A security alarm alerted police shortly before 3 a.m. Thursday to a smashed window at the building at 101 W. 31 St.

When officers arrived on the scene, they found a broken window on the northwest side of the building.

On the ground below the window, police found two broken bottles with paper towels sticking out the necks of the bottles resembling a Molotov cocktail.

There was also a chemical odor resembling that of lighter fluid, police said. Investigators say the homemade explosive did not blow up, and there did not appear to be any fire damage to the building.

Surveillance video showed a person wearing a backpack outside the building just before 3 a.m.

Officers called in a bomb and arson squad to help investigate the item thrown through the window and now federal investigators are involved. Agents from the Bureau of Alcohol, Tobacco, Firearms and Explosives have been going in and out of the office Wednesday afternoon. No mention of the cost to the taxpayers for this fine group of tax-ticks to investigate...

John Ham, spokesman for the ATF, said fortunately no one was hurt.

"There were a couple of bottles with some kind of fluid and a poorly crafted wick," Ham said. It couldn't sustain what he was trying to do with it and we're thankful for that."

Jones said none of the staff was in the building, and because Congress is in session, Cleaver is in Washington D.C.

"We have been in constant contact with the staff, and we thank the Kansas City police, as well as the Kansas City Bomb and Arson Squad for their quick response and thorough work," Jones said.

Because it involved a federal office, the evidence will be processed at the ATF's crime lab in Maryland. More ticks feeding on the host.
"If he's brazen enough to try and attack a Congressman's building, the concern of course is what else is he brazen enough to do," Ham said. "It is something that needs to be looked at very seriously."

Officials do not believe it is related to the anniversary of the Sept. 11 attacks.

"Let's not dwell on a small incident that happened and hurt no one," Cleaver said in a tweet. "Thoughts and prayers are with the families and friends of those killed on 9/11."

Congressional Black Caucus Chair Marcia L. Fudge of Ohio released a statement condemning the attempted arson attack.

"The Congressional Black Caucus strongly condemns this type of vandalism targeted at Congressman Cleaver, and denounces any act of violence towards Members of Congress. This type of abhorrent behavior is the most ineffective means of voicing discontent or disagreement.

"I expect a speedy, full, and thorough investigation into this incident by law enforcement, so that those responsible are swiftly apprehended and prosecuted. The person or persons responsible for what happened this morning must be punished to the fullest extent of the law." And the next group of bloodsuckers line up to extract their sustenance from the host....

Someone needs to go to bartender's school and learn how to make a real cocktail. Paper towel and light fluid? Where's a facepalm pic when you need it...

I was thinking the same thing... how could someone possibly f*ck up something as simple as a Molotov? And who were the investigators called it a homemade "explosive" device?

This whole thing is was done at such a level of incompetence that I would seriously wonder if it wasn't staged. Jeez... facepalm indeed.
