Friend of mine who is an airline pilot when asked about this:

"Although, I've never heard of the FAA doing this, the computers at our airline have gone down before and they resort to faxing or emailing or paperwork to someone locally and life goes on."

Appears they have opened flight departures from US based airports, but all of Africa/Asia/Europe is still shutdown.
