A BILL

To authorize the use of military force against international terrorism.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Authorization for Use of Military Force against International Terrorism Act’’.

SEC. 2. AUTHORIZATION FOR USE OF ARMED FORCES.

(a) IN GENERAL.—The President is authorized, with the close consultation, coordination, and cooperation with NATO and regional allies, to use all necessary and appropriate force against those countries, organizations, or persons associated with or supporting terrorist groups, including al Qaeda and its regional affiliates, the Islamic State of Iraq and Syria, al Shabaab, Boko Haram, and any other emerging regional terrorist groups that share a common violent extremist ideology with such terrorist groups, regional affiliates, or emerging terrorist groups, in order to eliminate all such terrorist groups and prevent any future acts of international terrorism against the United States or its allies by such terrorist groups, countries, organizations, or persons.

(b) WAR POWERS RESOLUTION REQUIREMENTS.—

(1) SPECIFIC STATUTORY AUTHORIZATION.—Consistent with section 8(a)(1) of the War Powers Resolution, Congress declares that this section is intended to constitute specific statutory authorization within the meaning of section 5(b) of the War Powers Resolution.

(2) APPLICABILITY OF OTHER REQUIREMENTS.—Nothing in this Act supercedes any requirement of the War Powers Resolution.

It's not going to pass. For any authorization to pass Congress it would have to be specific to ISIS and exclude ground troops.

It's not going to pass. For any authorization to pass Congress it would have to be specific to ISIS and exclude ground troops.

It won't pass but it's not supposed to. It's that first legislative step where the bill contents are so egregious and offensive to sensibilities that whatever is eventually passed will look downright dovish by comparison and Congress will congratulate itself on finding a "reasonable solution" to a problem that Congress itself has created. Congress runs this same playbook over and over on controversial bills. Start with a heinous bill, vote it down, "compromise" back and forth for a while, then pass a bad bill while emphatically exclaiming to the American people, "Hey, look how little we're screwing you over compared to what we originally wanted. You can thank us later!" The catch is that they got what they actually wanted originally, which in this instance is authorization to attack Syria, while looking like they worked oh-so-hard to stop a "bad bill" from being passed.

Why is that odd? It's coming from the same source - the 'OBAMA IS FECKLESS AND WEAK' argument.

it's good this is being proposed, as it will force congressmen and senators to take a stand on record.

Benghazi 'consulate' (CIA/State black site) was one of the conduits for the movement of weapons, cash and other supplies to the Libyan "rebels" and then the Syrian "rebels". Syrian "rebels" became what is now known as ISIS. It's odd to me why Wolf has tried to keep eyes on Benghazi but then introduce a bill to attack the same people that were armed through Benghazi.

eta: just occurred to me that Benghazi attack was on 9/11. Maybe Wolf's bill will be introduced on 9/11? Hopefully there's no terror to accompany it on that date.

Frank Wolf is a lame duck he's retiring in 4 months, so basically he's the token legacy Congressman doing the dirty work, so others aren't on the hook for AUMF.
2012 election, your defense contractors and international globalist corporations... same garbage inventionist bought and paid for congressman, of course it's the "I'll do the dirty work, I'm retiring and have one foot in the grave" politician.
