Congress supported it, but yes it was UN resolutions that the administration decided to stand on as legal grounds for getting congress to support the operation.

Well MOST of Congress supported it.....we all know of one Congressmen that did not. :D

Congress "supported" the idea in a bill that said if Bush NEEDS to use force he can go ahead and do so (not the way the constitution works but - you know- it's all good in the hood).

So when it came time for Bush to send in the army he didn't ask congress to declare war - he just went ahead and started the war himself.

And as pointed out above part of his reasoning behind doing it was to back up previous UN resolutions. But it should be mentioned that the majority of UN member nations disagreed with the war and that's why we had to "go it alone" (well almost alone - the UK and a few "small player" nations that sent like 3 troops each).

It should be clear that Bush completely undermined the UN when he went into Iraq. They voted "no" on an Iraq war.

congress approved a resolution for war under UN guidlines (even though the UN said no) . they did not approve a declaration of war as stated they must in the constitution ..
