Medical report: Officer shot man 8 times

NORFOLK, Va. (WAVY) – 10 On Your Side is uncovering more about a fatal officer-involved shooting in Norfolk earlier this month.

According to an emergency room report, 35-year-old David Latham was shot at least eight times by a Norfolk police officer on June 6.

The incident happened at Latham’s home on West 30th Street. His family said he suffered from mental illness.

“We need more answers,” said Latham’s aunt, Barbara Latham-White.

Latham’s family members said they called police to get medical attention for Latham that night. They said he was off his medication and had a knife in his hand. He was standing in front of his front door when four officers arrived. Police said the officers felt threatened.

“One of these officers ended up opening fire and shooting him,” said attorney John Cooper, who is representing the Latham family.

10 On Your Side obtained a copy of the emergency room doctor’s report. It says Latham had at least eight different wounds: he was shot twice in the chest, twice in the back, in the arm pit and in the hands.

“If they are going to shoot to kill, which is my understanding that they were attempting to do, why couldn’t they have done that with two bullets to the chest?” Cooper asked. “Why are they continuing to shoot when he appears to be on the ground, where they are putting shots into his back?”

Only one of the four officers fired his weapon. Family members said after Latham was hit three times, he stumbled back into the home and officers followed.

“You wouldn’t do a dog that way, to shoot a dog while he is already down, and to do a human being that way?” Latham-White said.

“That’s one of the questions that we do have,” Cooper said. “The idea that if there are four police officers and only one of them opened fire, why didn’t the others feel threatened?”

10 On Your Side called Norfolk Police and was told the investigation is ongoing and there won’t be any comment on the incident until it is complete.

“Hopefully we will all have answers to what happened and how to avoid this kind of tragedy,” Cooper said.

The family is now waiting for the police department to finish its internal investigation. The case will then be turned over the Commonwealth’s Attorney to see if any criminal charges should be filed.

I'm now seeing several of these stories a day,

here's one that may be even more callous in disregard:

This would be the 23rd officer involved shooting in the area, this year alone.
What separates this incident from others is that witnesses all describe the same horrible scene.
They all claim that Curnell was shot, unarmed, while kneeling down.
The only comment that the police have issued regarding the case is that the officer involved has been put on administrative leave; standard procedure for such instances.

A year after a man was violently assaulted and killed by a police officer and an off duty firefighter, his family is suing the city in a wrongful death lawsuit. Despite the fact that there has been an ongoing internal investigation taking place all year, there has still been no resolution.

The officer guilty of this crime has not lost his job, he was simply placed on desk duty, which is certainly no punishment, especially for an offense as severe as this one. Last year when the incident occurred, Stephen Dinnan was spotted by police officer Eric Matsumoto who was searching for a truck that was stolen from a local firefighter.

San Diego sheriff’s deputies dragged a woman out of her car during a traffic stop, claiming she had battered one of them, when all she did was lift his emergency vest to see his name tag.

The incident, caught on a deputy’s body cam, exposes the bullying arrogance that has become the norm these days with law enforcement officers.

They truly believe they are untouchable.

The video was posted on Facebook on June 17 by Mary Frances Prevost, the woman’s lawyer, with the following:

Friends: This woman was charged with assault on an officer and resisting arrest. She touched put her finger on his vest to lift it so she could see his name after asking repeatedly. When she touched it, he retreated and said se assaulted him and was going to jail. Do you think this is a battery on an officer or a 148? She was thrown to the ground ad severely injured. — in San Marcos, CA.

Christine Chippewa was beaten, had her teeth knocked out, and a flashlight shoved down her thoat after running in to two aggressive Daytona Beach cops.

Chippewa was sitting in her car in a parking lot when Officers Justin Ranum and Matthew Booth approached her. The two officers alleged that they saw Chippewa put a bag of cocaine in her mouth.

That is when Officer Ranum’s body camera goes blank. The arrest ended in Chippewa on the way to the hospital with her teeth knocked out.
