Science Applications International Corporation (NYSE: SAI (http://www.google.com/finance?client=ob&q=NYSE:SAI)), a.k.a. SAIC, is a very influential Beltway Bandit that many Americans have never heard of (http://www.vanityfair.com/politics/features/2007/03/spyagency200703) until recently. Several ongoing lawsuits and investigations have surfaced recently that paint a vivid picture of out of control executives that commit widespread government contracting fraud. The penchant of SAIC senior officials for flagrant unethical and illegal contracting practices, coupled with an abusive arrogance for the rule of law marks the beginning of this large contractor’s downfall. This Halloween, American taxpayers, government organizations, and contracting officials that use this company should beware of the many ghosts and goblins that lurk inside.

In case you don’t know, a Beltway Bandit is a private company located near Washington, D.C. whose business model is to prey like bandits on the largesse of federal, state, and city governments. These companies typically operate secretly outside public view, and are stocked like a bountiful fishing stream full of former government officials and senior military officers. These highly paid narcissists tip-toe back and forth through revolving doors between cozy corporate and government offices; and of course their personal bank accounts are overflowing with taxpayer funds.
Lately, however, at SAIC’s headquarters in northern Virginia, it’s looking more and more like a game of dodge ball as corrupt company officials are being caught with their hands in the cookie jar. Many of the old timers, including retired military officers that have been with the company for years, have resorted to eating their young to survive. Too many of them are too stupid to know that cannibalism is also a crime.
During the last month, SAIC has emerged from the darkness of corporate greed in the press as the poster child for government largesse and taxpayer fraud. The company has been plagued by unethical executives in press reports that demonstrate that the company will do whatever it takes to steal taxpayer money, including collaborating secretly with senior government officials who break the law. These acts would be treasonous if current and past White House administrations were not involved.

According to reports, SAIC executives are running the business into the ground. Many believe that taxpayers barely see the tip of a Titanic iceberg in terms of the amount of illegal activity going on inside this company, and the sophisticated and expensive cover-ups by the people involved. Insiders with firsthand knowledge of the situation, however, say that things could be changing because it’s getting much more difficult for the company’s lawyers to continue to lie. Too many people are talking now.
The company is also struggling mightily as a result the recent wave of ethics violations and lawsuits being reported that are damaging the company’s profitability and market share. Revenue at SAIC is plummeting fast and the stock price has collapsed, dropping more than 30 percent during the last year. Additionally, SAIC CEO Walt Havenstein announced his resignation in the wake of the company’s unethical and poor performance. Another sign things are bad.

Evidence that this company is unethical is growing daily with no end in sight. Three weeks ago, SAIC quietly settled a False Claims Act lawsuit for $22 million for unethical contracting and fraud. In that case, it was lightly reported that SAIC illegally obtained private information that was not shared with the other bidders and conspired to have the contract worded so that the selection process favored SAIC. The contract, which paid SAIC a total of $116 million, was to create a new National Center for Critical Information Processing and Storage. Facebook was built in a dorm room and a few thousand bucks.

Today, the New York Times (http://www.nytimes.com/2011/10/25/nyregion/company-in-citytime-payroll-project-fires-3-managers.html?_r=1&scp=4&sq=saic&st=cse) and Washington Post (http://www.washingtonpost.com/business/capitalbusiness/saic-removes-three-executives-in-fraud-probe/2011/10/24/gIQAbJztDM_story.html) both reported that SAIC has fired three senior executives and hired a law firm to review its ethics practices resulting from yet another major scandal that happened on a large project in New York City. On that contract, called CityTime, there was so much blatant fraud and corruption involved that Mayor Michael R. Bloomberg has demanded the company repay the city more than $600 million. Even in New York City, SAIC executives operate like a mafia boss. The company agreed to pay New York City some $500 million to avoid criminal prosecution (http://www.nytimes.com/2012/03/15/nyregion/contractor-in-citytime-payroll-scandal-to-pay-record-500-million.html?_r=2&scp=2&sq=saic&st=cse).

A third major whistleblower complaint filed with the Department of Defense involves millions more in contracting fraud. This new complaint is related to the more than $8 billion each year the DoD spends on business technology such as accounting, finance, and logistics systems and is linked directly to illegal contracting decisions made by senior Defense officials Elizabeth McGrath (http://www.defense.gov/bios/biographydetail.aspx?biographyid=219), an Obama administration appointee, and a senior member of her staff Dennis Wisnosky (http://en.wikipedia.org/wiki/Dennis_E._Wisnosky). That investigation is just getting underway. Many people are skeptical, however, that anything in the complaint will be made public since the last Secretary of Defense, Robert Gates (http://en.wikipedia.org/wiki/Robert_Gates) who was McGrath’s former boss, served on the SAIC Board of Directors before taking that job. A coincidence? We think not.
Beltway Bandits like SAIC and corrupt government officials are ripping US off. Do you think it’s time for American taxpayers to stand up and do something about it?

Some say we should throw these scumbags out – every last one of them, and hire companies and people that are honest and ethical. Others believe we should elect and hire people that value every dollar they are entrusted to spend of taxpayer’s money. Just doing these two things would represent fundamental change in Washington.
These unethical actions by SAIC and corrupt government officials are treasonous... see more at: http://www.capitolhellway.com/2011/10/25/beltway-bandits-are-ripping-us-off/

Maryland’s Walt Havenstein and NHGOP Attack Common Sense, Responsible MET Agreement
distributed by noodls on 05/30/2014

Concord, NH- Today, New Hampshire Democratic Party Chairman Ray Buckley released the following statement after Governor Hassan's responsible fix for the MET was announced.
"Due to Governor Hassan's strong leadership, all parties were able to agree on a common sense and responsible solution that will bring stability to our state's budget and protect critical health services for Granite State families," said New Hampshire Democratic party Chairman Ray Buckley. "Considering that Republican Bill O'Brien's radical Tea Party legislature created this fiscal crisis in the first place, it is both disappointing and despicable that the NHGOP and Maryland's Walt Havenstein would try to score cheap political points by attacking this remarkable compromise."
