From the comments:

One guy mentioned $700 million annually the NYPD pays to people for police abuse...

He mentioned the lucky bag sting. How fucked up is this?

That could TOTALLY be me.

The cops leave an unattended bag, and the second someone picks up the bag, the person gets arrested.

That could be me. I'm definitely the kind of guy, if I see something drop from someone's pocket or if I see something laying around, I am the one who would pick it up and try to find the owner or find a lost and found or something. It's happened to me at public parks or football/fields, where someone lost a cell phone and we are running around to find the owner and calling to see who it is. Or a forgotten football or something. I've lost stuff before and know how frustrating it is, and I know the gratification and relief when a good Samaritan finds it and returns it to me.

So i would be one of those suckers...

And on what planet is it considered stealing by the act of picking up a bag? Normally wouldn't you have to start digging money out of the wallet and shoving it into your pocket first? And the ridiculous part is the NY rule says a person has 10 days to return something if they found an item. So being arrested 5 seconds after picking up a bag is not 10 days.

Another..no good deed goes unpunished....
