Just collateral damage.

I believe this was translated, so excuse the poor grammar.

SANTO DOMINGO, Dominican Republic - A four-month was taken by ambulance to be staffed emergency respiratory failure died when narcotics officers stopped the vehicle on the outskirts of Santo Domingo to revise, so the authorities opened Friday an investigation.

"We deeply regret the death"; said in a statement Friday afternoon Souffront Julius Caesar, head of the National Drug Control Directorate.
He explained that a three-appointed official to conduct research, investigate the circumstances and determine potential liability committee. If the investigation determines "that there was excess (by the patrol) take measures to establish the regulations."
"But neither can act lightly in the investigation against staff who daily faces dangerous drug cartels," said the official.

The girl Carla Michel Ruiz was transferred Thursday from a hospital in San Cristobal, 30 kilometers west of the capital, to the intensive care unit of Children's Hospital in Santo Domingo with his mother Dilenia Arias, other relatives and a doctor.

Souffront confirmed that the Department had received information that an alleged ambulance transporting drugs from an area near the Haitian border area so that officers detained the vehicle carrying the child in a road at the entrance to Santo Domingo, about seven miles from the hospital to greet her.

Miguel Medina, a spokesman for the institution said in a press conference that the review of the ambulance only lasted three minutes.
After realizing that the ambulance "carrying an emergency with a baby on board, in less than three minutes (the officers) did a brief review and indicated the driver to proceed their way," said Medina.
But Mary Tejeda, and aunt of the girl who was riding in the ambulance, told reporters that "it's not like they (the agents) say, were about 25 minutes we got out" violently.

Tejeda narrate how family, the doctor and the driver were forced to get off the vehicle, despite insisting that it was a medical emergency, and a cannula oxygen take the girl for about 10 minutes while officers were reviewing the ambulance. The girl died before reaching the hospital.

Due to the drug raid "lost precious time," he had told reporters on Thursday the doctor Jose Mendoza, who despite carrying the girl in his arms was forced to get off the ambulance. "I had hands up, was held at gunpoint and what I was going to do," narrated Alberto Ruiz, medical vehicle driver.
While Arias could not speak on Friday at the funeral crying in the impoverished neighborhood where he lives, Otilio Ruiz, the girl's father, told reporters that carried her to the hospital because she had seizures and fever.

Since the public hospital in San Cristobal has no intensive care unit for children, the infant was transferred to Children's Hospital in Santo Domingo.
Tommy Galan senator San Cristobal province, demanded an investigation and punishment of those who committed agents to consider "abusive and irresponsible" action.

In parallel, another ambulance with registration of Puerto Rico was held shortly after by drug agents in the same area. Medina said the Puerto Rican vehicle registration was under review to determine if drugs were transported.
The security of Dominican Republic are frequently marked by human rights organizations because of alleged abuses of power.

They keep telling us the drugs are dangerous, but it seems evident, the war on drugs is even more dangerous.
