For state representative, the obvious answer is New Hampshire. There for 400 state rep races in NH. The races are the least expensive to win in the nation. Liberty folks are more likely to win state rep races in NH than any other states. And, the only state where liberty folks win state rep races as Democrats is New Hampshire.

For races in general, likely any really low populated community with a lot of locally elected positions, so long as there are openings or the libertarian is popular in town.
