"Which do you prefer" does not necessarily mean you favor sanctions in general. It was the most moderate option offered in the poll so no surprise it wins out. Sanctions give the feeling of offering punishment for something but usually have little effect. (How long have we had sanctions on Cuba or North Korea and what effect has it had on their actions?- though some argue that sanctions have been having an effect on Iran).

Russia has very few (about $130 billion worth or three months of Fed purchases) and there is no suggestion that China might.

As you can see, the total of the options is much greater than 100%, so it is clear that respondents were not merely given a list of options and asked for a preference. Much more likely they were given a list and asked "Yes or No, do you support this action?" That would fit the responses.

It's pro-Russia propaganda, yes. Over here, all we get is pro-NATO/EU/US position propaganda.

The best example are Russia Today and the BBC’s YouTube channels. On the former are videos such as: ‘Neo-Nazis March Against Yushchenko’ and ‘Rioters Attack Police’. The latter has: ‘Ukrainian Uses Piano as Weapon of Protest’, ‘Protesters Offer Riot Police Cupcakes’ and ‘Snipers Target Peaceful Demonstrators’.
