There is LPFM which allows broadcasts in the FM band as long as it's not too powerful. Dreaming further, how about a towed array to launch smoke signals, dot-matrix style!

Swarms of drones can also spell out messages, with correct formations.

Any other ideas?

How about modulating a light beam and projecting it on clouds? Anybody with a photovoltaic cell and a pair of earphones could listen to the reflected light.

The Max Headroom broadcast signal intrusion was a television signal hijacking that occurred in Chicago, Illinois, on the evening of November 22, 1987. It is an example of what is known in the television business as broadcast signal intrusion. The intruder was successful in interrupting two broadcast television stations within the course of three hours. Neither the hijacker nor any accomplices have ever been found or identified.
