NTSB judge strikes down $10,000 fine against man for unlicensed "commercial use."

There is LPFM which allows broadcasts in the FM band as long as it's not too powerful. Dreaming further, how about a towed array to launch smoke signals, dot-matrix style!
Swarms of drones can also spell out messages, with correct formations.
