• Paul, a Kentucky senator, got the Conservative Political Action Conference's loudest applause with a libertarian message
• He railed against President Obama for allowing the National Security Agency to seize millions of Americans' phone records with a single warrant
• Paul is seen as a major 2016 presidential contender

A sustained noise that could best be called a hoot and holler greeted Kentucky Sen. Rand Paul at the mention of his name, before he took the stage at Friday's Conservative Political Action Conference and declared that cell phone records sought by government agencies were 'none of their damned business!'

By the time he launched into his blue streak against the National Security Agency and quoted Pink Floyd to criticize President Barack Obama, the overflow crowd of thousands sounded like Beyonce concertgoers who had stumbled into the wrong ballroom.

The crowd simultaneously drank it in and shouted it out, making Paul the star of the Conservative Political Action Conference's second day and giving him – by far – the event's loudest applause.

'If you have a cell phone, you are under surveillance' from the federal government, Paul warned in his biggest moment. 'I believe what you do on your cell phone is none of their damned business!'

One group of partisans shouted 'President Paul! President Paul!' as he spoke.

NATIONAL HARBOR, Md. — Republican Kentucky Sen. Rand Paul showed why he's earned a reputation as a favorite of the conservative base by drawing perhaps the loudest response of any speech at the Conservative Political Action Conference Friday. Paul drew a sustained standing ovation from the packed standing-room-only crowd by sticking to his core libertarian message that the current administration does not protect civil liberties.

Paul provided a searing critique of President Barack Obama that focused on the National Security Agency's surveillance and America's drone program.

Paul walked out on stage to "Tubthumping," the late-90s hit from the anarcho-punk band Chumbawamba. His voice was hoarse, but it didn't stop him from bringing out the energy in the crowd.

He earned the biggest applause of the day when tearing into Obama over the NSA after announcing last month he was suing Obama on the issue.

He quoted Pink Floyd star Roger Waters, but the rock star at CPAC is Rand Paul.

The Kentucky Senator packed the house at the Conservative Political Action Conference as he ripped into President Obama over cell phone surveillance, drones and detention of suspected terrorists — often interrupted by ovations.

“The NSA monitors your every phone call. If you have a cell phone, you are under surveillance. I believe what you do on your cell phone is none of their damn business,’’ Paul said. Citing the constitutional prohibition on unreasonable searches, he told the CPAC crowd, “The Fourth Amendment is equally as important as the Second Amendment and conservatives cannot forget this.’’

Paul compared his opposition to surveillance and the domestic use of drones to the civil rights battles of black Americans, and made an explicit appeal to them. “Anyone with memory of the times in our history when we didn’t actively defend everyone’s rights, when we didn’t defend everyone’s right to a fair trial, should stand and be heard,” he said. “Justice cannot occur without a trial. This fact must be abundantly clear to anyone who has ever been persecuted.”

A presidential-sounding Sen. Rand Paul (R-Ky.) wowed the the Conservative Political Action Conference (CPAC) on Friday afternoon, proving he still captures the imagination of the party’s libertarian-leaning wing.

Speaking to a standing room-only crowd, Paul received the warmest reception of any headliner yet at the conference. As he ticked off what sounded like the possible outlines of a 2016 White House bid, nearly every other line of his address was punctuated by hearty applause and cheers, and at one point a cry of “Rand Paul run!” rose up in a corner of the crowd.

While other addresses at this year’s CPAC focused on specific policies and red-meat issues like gay marriage and ObamaCare, Paul spoke in broad metaphorical terms of the need to “stand together for liberty.”

“It isn’t good enough to pick the lesser of two evils,” he said. “We must elect men of principle and conviction and action who will lead us back to greatness. There is a great and tumultuous battle underway, not for the future of the Republican Party, but for the future of the country.”

Paul framed the libertarian-ideas that have gained prominence within the party in recent years in historical terms, positioning his values as descending from the nation’s Founding Fathers. Paul name-dropped foundational American thinkers ranging from Daniel Webster to John Adams, James Madison to Montesquieu, but also quoted Pink Floyd’s Roger Waters.

Meet the next President of the United States!

Rand will be the uniting force in the GOP primary. There will be NO in united behind Santorum or Christie or Rudio or Huckabee or Bush or Cruz or anyone other than Rand Paul.

Many of the talk radio folks skipping Rands and gushing over perry. Some in fact making sure they dont even mention his name. These are the criminal CIA folks I assume

Rand is the establishment's worst nightmare. All these controversies and division attempts have one goal - to divide us and keep us from accomplishing what they are terrified that we could do if we united.

Perry is completely unelectable in a general election. He's Tom Delay without the charm.
