By combining votes on civil liberties, non-intervention, personal freedom, government spending, and monetary policy we are able to provide a more accurate measure of who supports the liberty agenda. We can also prevent legislators from claiming support when convenient but voting the other way when they think no one is watching. We are watching and with your help - we will ensure Congress knows it.

I'm not 100% sure about what Mike Lee does or does not support but the scorecard is based on what votes were cast or available. Since the senate keeps a lot of liberty votes from going to the floor they can't be scored and so it is harder to nail down someone's position through votes alone. The house, on the other hand, takes more votes on more issues and areas and that is why only 18 people scored above 70.

Mike Lee and Ted Cruz are both neo-cons, although Mike Lee is probably more of a theo-con

How the fuck can you get a high liberty rating if you want the Fedcoats to define marriage as you see it, thats not liberty. Marriage should either not be defined by the law or if it is it must apply to everyone equally as per the 5th and 14th amendments.

Edit.

How is Bernie Sanders at a 2? He might be a socialist, but last I checked hes against the MIC, Drug War and Police State

Ron Wyden is another person that stood up against drones and the NSA dragnet and yets hes an 11.

It's a congressional scorecard so it is based off votes they have taken. While legislators get additional points for co-sponsoring positive pro-liberty legislation the votes are still the bulk of the score. Because the Senate held up most of the pro-liberty policies in committee, in particular with respect to foreign intervention and the drug war, they never hit the floor and can't be calculated into the vote score. Most of the votes that hit the floor in the Senate were on obamacare, spending, guns, and the appointment of various officials like Jack Lew and Janet Yellen. Since the Democrats cast anti-liberty votes almost in lockstep in every one of those scenarios their scores are skewed. Republicans, on the other hand, tended to vote against those things even if they weren't pro-liberty and were just opposing the Democrats so their scores are skewed in the opposite direction.

Over time as more and more votes get fed into the system and the senate votes on more issues and more bills hit the floor people will continue to stratify. If a civil liberties bill like the FREEDOM Act gets a vote it will increase the Wyden's of the world and pull down a lot of the R's who are only good on spending and/or guns. The house already casts a large number of votes and that's why their scores are more representative.

I'm guessing there is a higher priority given to economic issues....as is the case with most of the faux-liberty organizations ranking and endorsing candidates (e.g., FreedonWorks)
