Maybe helping to lay the groundwork for his friend, Rand?

It would be a mistake for the small government/liberty/tea party/whatever you want to call it movement for both he and Rand to compete in the Primary. It would completely split the liberty vote. I imagine most of Cruz's support would go straight to Rand though which would be absolutely huge.

I could easily see him doing that. Let speculation run rampant for a while (it already is in many ways) and then endorsing Rand at a key time.

Because the state party invited him along with other state groups. The media built him up as an insurgent tea-party candidate and then he won. He unlike most, has made a name for himself by standing on principle and bucking his party. That has given him major grassroots credentials.

Because he is friends with Steve King and probably Grassley to a degree. Kelly Ayotte doesn't speak for Conervatives or for NH so they have to fly in representatives to have their concerns heard. I think it is a way to troll Kelly Ayotte and her low approval ratings.

There are no conservatives elected statewide in New England except LePage.

It is about establishing mailing lists and raising money.

McCain and Flake have low approval.
