So, C-SPAN's website recently changed it's format and search function, and I just discovered you can do this! :) Wahoo!

When you go to the video, it shows a list of the speakers on it.
Click on 'Paul, Ronald "Ron" M.D.' and it goes to the part near when Ron Paul speaks.
I'm still experimenting with the set up - seems a bit glitchy at times but that might be me.
For example; One 13 hour video included in his list of videos, fails to include his name in the "PEOPLE IN THIS VIDEO" list - so I'd have to watch the whole thing to find him. ( http://www.c-span.org/video/?116741-1/house-session )
And some videos, but not all, include a "Closed Captioning Record", but it seems incomplete. However, where it's working, you can switch this to "Congressional Record" and see a speaker's entire statement.
