The White House failed to order the military to prepare for possible violence in Benghazi, Libya, despite a deteriorating security situation before a terrorist attack that killed four Americans on Sept. 11, 2012, according to a report issued Tuesday by Republicans on the House Armed Services Committee.
"In assessing military posture in anticipation of the September 11 anniversary, White House officials failed to comprehend or ignored the dramatically deteriorating security situation in Libya and the growing threat to U.S. interests in the region," according to key findings of the report.
U.S. personnel in Benghazi "were woefully vulnerable" because the Obama administration did not direct a change in military force posture, it lacked intelligence of a specific "imminent" threat in Libya, and the State Department, which has primary responsibility for diplomatic security, favored a reduction of Department of Defense security personnel in Libya before the attack, the report says.
Chris Stevens, then-U.S. ambassador to Libya, and three other Americans were killed in the attack, which began on a quiet night while he was in town to discuss preparations to expand the U.S. diplomatic presence in Benghazi. The White House at first blamed the attack on a protest that never happened, and after several weeks called it a terrorist attack and that extremists linked to al-Qaeda were involved.
