Virginia delegate Robert Marshall, R-Prince William, is pushing a bill in the commonwealth's general assembly that would commission a study into whether the state should have an alternative currency "in the event of a major breakdown of the Federal Reserve System."

Virginia takes first step toward sound money

This week, the Virginia House of Delegates passed Delegate Bob Marshall’s HJ 590. This legislation authorizes a study of the feasibility of Virginia adopting a “metallic-based” “currency” to protect the citizens of the Old Dominion in the event of a collapse of the US Dollar. The legislation still has to pass the Virginia State Senate. Virginia supporters of sound money should call their state senator and urge their support for HJ 590.

One of the most important freedoms Americans have is the right to protect themselves from unlawful aggressors. This freedom is so important that our founding fathers saw it necessary to declare it our Second Amendment Right, just after Freedom of Speech, Assembly and Religion. I strongly support the right of competent, law abiding citizens to own and possess arms in order to defend themselves, to hunt or to pursue sporting interests.

The freedom to own and bear arms for self defense or to defend another from an unjust aggressor is a natural right which is not recognized in all the nations of the world.

The bill requires all designated persons, including certain school division employees, certain school volunteers who carry valid concealed handgun permits, and certain retired law-enforcement officers, to be certified and trained by the Virginia Center for School Safety or the National Rifle Association in the storage, use, and handling of a concealed handgun. The bill also outlines the training requirements for designated persons as designed by the Department of Criminal Justice Services.

Delegate Marshall ran for the GOP nomination for US Senate in 2012. His campaign website from that race is a good indicator of his positions at the federal level.

On Budget & Economy: Opposed taking federal stimulus money; stop the hemorrhage
Perhaps the greatest problem faced by the American people today is uncontrolled debt--personal, corporate, local, state, but mostly federal debt.

Going on a diet tomorrow will not help us lose weight today. When politicians say they will balance the federal government's budget many years in the future, or propose that it takes 2/3 of Congress and 3/4 of state legislatures to pass a Balanced Budget Constitutional Amendment, they demonstrate a real lack of seriousness.

As a U.S. Senator, with the exception of a national emergency such as a Congressionally-declared war, I would oppose any increase in the federal debt limit. America is hemorrhaging financially, and the first rule that must be followed is to stop the hemorrhage.

During my 20 years as a Virginia state legislator. I consistently opposed and voted against tax increases on the people of Virginia. I voted "no" to adding federal stimulus money to Virginia's budget.

On Education: Vouchers or tax credits for healthy competition
Even when subject to state compulsory education laws, parents have the right to decide how their children are to be educated--in public schools, or in home school, or at private or religious schools, without interference from governmental authorities.

I believe in freedom of choice when it comes to education. If vouchers or tax credits were made available to allow parents to choose the school of choice for their children, I believe healthy competition would ensue that can only improve quality.

On Energy & Oil: Global warming is a tool to suppress energy production
The Obama Administration and its more "progressive" environmental advocates never tire of slowing down or outright blocking the exploration and development of any carbon-based energy production. They point to alleged catastrophic consequences flowing from man-made global warming resulting from carbon based energy production. This global warming thesis is held by many of the influential environmental advocates with the fervor of religious belief. Disagreement with global warming merits censure reserved for heretics.

demonstrate that global warming is largely man-made and will produce civilization altering consequences if not addressed by business crippling taxes, penalties for carbon based energy production, and absolute prohibitions of some carbon energy production such as the recent EPA ban on certain coal plant construction and operation. [B]On Families & Children: Population control advocates want limited energy production
Anti-People Lobby: Increased energy exploration and production in the United States is strongly opposed by population control advocates who seek to impose society wide external constraints on family size and formation. Modern industrial societies could not exist with only pre-steam engine primitive energy sources such as waterfall, wind, animal and human power sources.

On Foreign Policy: Re-examine our entangling alliances with 60 countries
Until our 1949 entrance into NATO, the US followed George Washington's advice to avoid permanent entangling military alliances. Now, we have treaties to defend approximately 60 countries on five continents.

Former UN Ambassador Jeanne Kirkpatrick said that we must reexamine the reasons for alliances we now have, and stop spending American money and deploying American manpower to protect affluent and militarily capable nations that are able to defend themselves. I agree with her.

On Free Trade: Exporting our technology weakens America
We have the further problem that American technology and equipment manufacturers, funded by the US taxpayer, have aided foreign nation's efforts to weaken American military strength. These practices have run from the founding of Soviet Russia, through the Clinton Administration's approval of the export of computer and other equipment enabling the Red Chinese to equip ICBM's with multiple warheads that can be aimed at the US including radiation hardened computer chips necessary to conduct nuclear war.

On Health Care: Patron of VA Health Care Freedom Act: challenge ObamaCare
Bob Marshall believes that the greatest single threat faced today by our healthcare system is ObamaCare. He has worked tirelessly to oppose ObamaCare, using every resource at his disposal. Bob Marshall was the Chief Patron of the Virginia Health Care Freedom Act, which was used by Virginia Attorney-General Ken Cuccinelli to challenge ObamaCare in Court. Since then, Bob filed three amicus briefs to support the challenges to ObamaCare.

Bob's first brief was filed in the U.S. Court of Appeals for the Fourth Circuit on April 4, 2011, in support of Ken Cucinelli's lawsuit in Richmond.
His next brief was filed in the U.S. Supreme Court on November 3, 2011, urging the Court to review Virginia challenge's based on his Virginia Health Care Freedom Act.
Bob's most recent brief was filed in the U.S. Supreme Court in support of the Florida challenge to ObamaCare on February 13, 2012.

On Immigration: Schoolyard justice: those who cut in line go to end of line

At the federal level, the Federal Government must do the following:
Secure our southern border by construction of a "fence" (electronic, physical or both) and significantly increase border patrols.
Give back to states the powers they had before the passage of the 1986 federal immigration law which allowed them to penalize employers who knowingly hire or lure illegal workers to the United States.
Provide no path whatsoever to U.S. Citizenship for those who have entered the country illegally
Penalize countries which refuse to take back illegal aliens who have finished serving time for crimes;
Abolish birthright citizenship which is a large incentive for illegal immigration.
Oppose the DREAM Act, whether President Obama's version, or the versions supported by some in the U.S. Senate GOP establishment.

"Schoolyard justice" requires that anyone who cuts in line must return to the end of the line and wait their turn.

On War & Peace: Require congressional authorization for "just war"
Only the US Congress is authorized to declare war. It is unconstitutional for Congress to delegate that power to the President. Therefore Representatives and Senators have the grave moral responsibility to prudently evaluate the factual conditions for the moral legitimacy necessary to declare war. War can morally be waged under the following conditions known as the "just war" doctrine:

The damage inflicted by the aggressor must be lasting, grave and certain;
All other means of ending the conflict failed or were impractical or ineffective;
There must be serious prospects for success;
The use of arms must not produce evils and disorders graver than the evil sought to be eliminated.

The first goal of American foreign and military policy should be to reduce occasions of conflict between America and other nations.
