Some states have the law as such that you only need reside in the state, you do not have to be in the specific district.

Article I Section 2 of the Constitution says nothing about being an "inhabitant" (to use the original wording) of the specific district where you are running. In addition, you don't even have to move into the state until the day before election day.


No Person shall be a Representative who shall not have attained to the Age of twenty five Years, and been seven Years a Citizen of the United States, and who shall not, when elected, be an Inhabitant of that State in which he shall be chosen.

And because states cannot pass laws that supersede the U.S. Constitution, no further restrictions are permitted without a constitutional amendment.

All states. The individual state cannot impose addition restrictions on who can run for congress. This is why state-imposed congressional term limits were ruled unconstitutional.

Sandra Fluke is joining the long list of California Democrats running for Rep. Henry Waxman's soon-to-be vacated Congressional seat.

Fluke, the birth control advocate who Rush Limbaugh called a "slut" on his radio show in February 2012, has filed the necessary paperwork to seek an endorsement from the California Democratic Party for a run.

The 32-year-old lawyer had said earlier in January that she was "strongly considering" making a bid for Waxman's seat, adding she was "flattered" that she was being discussed as a potential candidate.

Fluke gained national attention for her testimony before Congress in 2012, when she advocated for health insurers to pay for contraception as part of the Affordable Care Act.

Constitutionally, the only requirement is to live in the state represented and be 25 years of age.
