Embattled New York Republican Rep. Michael Grimm threatened to "break" a NY1 reporter and throw him off a balcony after President Obama's State of the Union address Tuesday night.

The confrontation occurred on Capitol Hill when reporter Michael Scotto followed up questions about the President's speech by pressing the congressman on a federal investigation into his fund-raising.

“Congressman Michael Grimm does not want to talk about some of the allegations concerning his campaign finances ... but as you saw he refused to talk about that,” Scotto said as Grimm began to walk away.

Hearing Scotto’s comment, Grimm turned and walked toward the NY1 reporter.

"Let me be clear to you, you ever do that to me again I'll throw you off this f-----g balcony,” Grimm said, according to the cable news channel.

“Why, why, I just wanted to ask you?” Scotto responded.

“If you ever do that to me again,” the Staten Island congressman shot back.

When Scotto replied, “why, why it’s a valid question,” Grimm said: “No, no, you're not man enough, you're not man enough. I'll break you in half. Like a boy,” according to the NY1 transcript.

In a statement issued early Wednesday morning, NY1 Political Director Bob Hardt said, "It is extremely disturbing when anyone threatens one of our reporters – let alone a U.S. Congressman. The NY1 family is certainly alarmed and disappointed by the behavior of Representative Grimm and demands a full apology from him. This behavior is unacceptable."

But Grimm said he was the victim of a “cheap shot” interview and offered no apology.

“I was extremely annoyed because I was doing NY1 a favor by rushing to do their interview first in lieu of several other requests. The reporter knew that I was in a hurry and was only there to comment on the State of the Union, but insisted on taking a disrespectful and cheap shot at the end of the interview, because I did not have time to speak off-topic,” Grimm said in a statement.

“I verbally took the reporter to task and told him off, because I expect a certain level of professionalism and respect, especially when I go out of my way to do that reporter a favor,” Grimm added. “I doubt that I am the first Member of Congress to tell off a reporter, and I am sure I won't be the last."

The confrontation occurred in the rotunda of the Cannon House Office Building, part of the Capitol complex.

Grimm, a 43-year-old former Marine and undercover FBI agent, was first elected to Congress in 2010, representing all of Staten Island and part of Brooklyn. He is the only Republican congressman in New York City.

A two-year federal investigation of fundraising for Grimm’s 2010 campaign led to the arrest this month of a former girlfriend, Diana Durand.

She was accused of using so-called straw donors so she could exceed the $4,800 maximum allowable contribution to his campaign.

According to the criminal complaint, once she reached the donation limit, she gave money to at least two other people so they could contribute to Grimm.

Durand was the second person arrested in connection with the case. Ofer Biton, an Israeli citizen who helped Grimm raise campaign money four years ago, pleaded guilty on Aug. 18 to visa fraud as a result of the investigation.

Grimm has denied wrongdoing and has not been charged.

Though much about the internal dynamics of their relationship is not known, Pinto appears to have offered Grimm a list of his largest donors. The latter arranged for two Israelis with questionable pasts, Ronn Torossian and Ofer Biton to solicit gifts from these individuals. When they heard the rabbi had asked them to help Rep. Grimm, they ponied up $500,000.

STATEN ISLAND, N.Y. -- Top Israelis leaned on multimillionaire celebrity Rabbi Yoshiyahu Pinto in an attempt to discourage the rabbi from cooperating in an FBI investigation of GOP Rep. Michael Grimm's 2010 fundraising, multiple reports out of Israel said.
The news comes on the heels of the FBI arrest of Diana Durand (http://www.silive.com/news/index.ssf/2014/01/fbi_arrests_houston_friend_of.html), a Houston, Texas, woman and friend of Grimm's, for illegally donating more than $10,000 to Grimm's 2010 campaign.

It also comes as Staten Island Democrats readied to interview former Brooklyn City Councilman Domenic M. Recchia on Thursday night to run against Grimm this year.
The FBI has been investigating whether Grimm, with the help of former Pinto aide Ofer Biton, collected illegal contributions from Pinto's congregation.
Grimm, a former FBI agent, has denied the allegations and has not been accused of any wrongdoing. Biton later pleaded guilty to visa fraud.
But Pinto is also the subject of a high-profile investigation in Israel, where he is accused of bribing police officials, including Maj. Gen. Menashe Arviv, who heads an elite national police unit known as the "Israeli FBI," which investigates crime and corruption.
Arviv was also Israeli police liaison to the U.S.
In the midst of revelations about the bribery case, Israeli media on Thursday reported that a former senior Israeli government minister and police officials tried to discourage Pinto from cooperating in the FBI investigation of Grimm.
It was not made clear why officials would look to protect Grimm, and the congressman is not accused of any wrongdoing in the matter.

Grimm is a staunch supporter of Israel and has served as co-chair of the House Republican Israel Caucus.
Grimm in 2011 was also part of a fact-finding mission to Israel which included a sitdown with Prime Minister Benjamin Netanyahu.
That same year, Grimm controversially called for the release of Jonathan Pollard, a former U.S. Navy intelligence analyst who was convicted of spying for Israel. Grimm made the call after personally visiting Pollard in federal prison in North Carolina.
The FBI in New York had no comment on the reports about Pinto.
William McGinley, the Washington, D.C., attorney who is handling the fundraising investigation for Grimm, did not immediately return a request for comment. Grimm's congressional office also declined to comment.

In 2012, former Democratic Rep. Anthony Weiner told the Advance that he went to the FBI after Pinto, whom Weiner knows, told him he had been "threatened" by Grimm (http://www.silive.com/news/index.ssf/2012/03/weiner_told_fbi_of_threat_from.html) over campaign contributions.

Grimm vehemently denied the allegations at the time, and Grimm ally Guy Molinari called Weiner, who left the House amid a sexting scandal, a "pervert and liar."
Pinto is one of Israel's top 10 wealthiest rabbis, and also has a congregation on Manhattan's Upper East Side.
He is also under investigation for allegedly embezzling from a charity he controlled, and the FBI has also investigated Biton and Ronn Torossian on charges they embezzled millions from Pinto's congregation.
Ms. Durand, who shares personal and business ties with Grimm (http://www.silive.com/news/index.ssf/2014/01/texas_woman_was_top_member_of.html), is accused of using straw donors to circumvent campaign-contribution limits.
The FBI complaint against Ms. Durand alleges no wrongdoing by Grimm.

Among other gross violations, they promised non-citizens that their donation would bring help from Grimm in getting a green card. Also, campaign donations from non-citizens are illegal. Finally, the solicitors asked for gifts that exceeded individual campaign limits and told donors they would figure out how to circumvent the limits. Durand’s scheme seems to have been at least one of the ways.

Interestingly, the FBI has not yet charged Grimm with any crime. That is likely because they’ve had trouble till now lining up witnesses. They secured a conviction against Biton for immigration fraud, but he’s refused to testify against Grimm. Israeli media say that Rabbi Pinto is a government witness. But his participation in the case has been hampered by the fact that the Israeli police charged Pinto with bribing a police commander. It would be difficult for the Justice Department to use such a witness at trial since his credibility would be compromised with such a charge hanging over his head.

That may be why the FBI decided to go after a smaller fish like Durand. Perhaps they can pick the lower-hanging fruit which will lead higher up the tree. To do this, they will have to amass a series of convictions of these smaller fry to make up for the lack of bigger fish like Biton or Pinto.
Let’s return to the Israeli part of this saga: after being charged with bribing an Israeli police commander, the rabbi’s circle circulated his version of the story, which noted that his wife had been helping the commander’s wife for years with financial assistance that was wholly unrelated to a bribe.

Israeli reporters like Amir Zohar and publications like News1 reported far more troubling news: that there were wiretaps of Israeli police commanders threatening to harm Pinto if he testified against Grimm. Zohar reported that it was the FBI who initiated the wiretaps because it was furious with the Israeli justice system for interfering in its case against Grimm. The wiretaps were reportedly passed on to the State prosecutor who investigates police wrongdoing. My question about the wiretap is whether the FBI would wiretap Israeli citizens inside Israeli. In this era of NSA spying, that would seem to open a hornet’s nest that would immensely complicate Israel-U.S. relations.

A former NYPD officer working as a bouncer at the time said that Grimm remarked about the husband, "I’ll fucking make him disappear where nobody will find him." Grimm reportedly then returned to the nightclub twice, pulled out his gun once, and brought FBI and NYPD officers the second time.

Diana Durand, a Texas woman who apparently has been romantically involved with Congressman Michael Grimm, has been arrested and charged with illegally funneling money into the New York congressman’s 2010 campaign.
She is also accused of steering “straw donations” into the campaign of yet another congress member, Rep. Aaron Schock (R-IL), according to the New York Daily News (http://www.nydailynews.com/news/politics/rep-grimm-ex-girlfriend-stands-man-article-1.1581434).

A straw donation is a donation to a political campaign made by one person, though under another person’s name. It is a way of getting around legal limits on the amount of money that can be contributed to political candidates.

Schock, like Grimm, is an avid supporter of Israel.

Durand is 47-years old and was arraigned in federal court in Houston on Wednesday. She has hired an attorney, Stuart Kaplan, who is a longtime associate of Grimm, both having served in the FBI.
