The Trans Pacific Partnership (TPP) has been flying under the radar for a while but it's the biggest job killing trade measure since NAFTA!!

Congressional leaders who oversee trade policy introduced legislation today that would give President Barack Obama the fast-track authority he is seeking to enact three of the world’s largest accords.

House Ways and Means Committee Chairman Dave Camp of Michigan joined leaders of the Senate Finance Committee to offer legislation on so-called trade-promotion authority, which subjects trade deals to an up-or-down vote by Congress.

“The TPA legislation we are introducing today will make sure that these trade deals get done, and get done right,” Democratic Senator Max Baucus of Montana, the Senate Finance Committee Chairman, said in a statement. “This is our opportunity to tell the administration -- and our trading partners -- what Congress’s negotiating priorities are.”

The Obama administration is seeking trade-promotion authority to smooth congressional passage of trade deals, including one being negotiated with a group of 11 Pacific region nations and another with the 28-nation European Union. Those pacts, to create the world’s largest free-trade zones, would link regions with about $44 trillion in annual economic output. The U.S. is also negotiating a services-trade agreement with a group of nations that would cover about half of the world’s economy. more at link

Yesterday Wikileaks released the text of the environmental protections chapter of the Trans-Pacific Partnership (TPP). The text breaks down different environmental standards, many of which have been established by binding treaties among some of the TPP nations. The 23-page chapter on the environment has several provisions including ones on biodiversity, climate change, and fisheries.

However the leaked text only “recognizes” and “acknowledges” some of the general well-established environmental treaties, such as on ozone protection, and mostly doesn’t take any further action. Without enforceable provisions, this agreement will force manufacturers in the U.S. to compete with workers in these other countries.

Why does this matter? One of the partners in the TPP is Vietnam, where workers are paid far less than a dollar per hour. Environmental standards have not been their major concern, as fish from that country have often been found to have many contaminates.

It is no wonder that Vietnam is objecting to portions of the chapter. With no enforcement structure, and corporate interests being the top priority for our government, there will be no way to ensure that these provisions be enforced.

Instead it will be left up to a committee to “review the implementation,” “report its findings” and “undertake subsequent reviews at intervals to be agreed by the Parties.”
