The NR hasn't really been neocon since the end of the Bush administration. There's a variety of views expressed in there, including some neocons and some liberty-minded folk.

They've always been pretty anti drug war even though they've generally supported an interventionist foreign policy. William F. Buckley was opposed to the drug war.

Who ever said that neo-conservatives supported the war on drugs, unless it was to sell drugs to raise money? Neo-conservatism is socially (and drug) liberal. The only time they they falsely paid lip-service to so-con issues was when were trying to dupe evangelicals.

Some neo-conservatives support the war on drugs, others don't. It's not an issue that really has anything to do with neo-conservatism.

Bush II was mostly a dupe/useful idiot IMO.

And they are establishment oligarchs, who were more than happy to have the neo-conservatives as allies on foreign policy. During the Reagan and Bush I Presidencies, they called the neo-conservatives the crazies in the basement.
