HOV lanes = Failed policy

In any metropolitan area HOV lanes cause traffic congestion. Cars are at a standstill emitting the exhaust they were set up to minimize while several lanes worth of real estate is rarely used. If that area was used for traffic congestion would be minimized.

I was driving from some Virginia city to DC a couple of years ago. There is some highway that is nothing but HOV (maybe during rush hour). Not just the left lane, but every lane. The people who drive by themselves take a parallel state route into DC.
