Sen. Lamar Alexander, R-Tenn., sent out a release Wednesday morning announcing that his chief of staff, Ryan Loskarn, is being put on leave over allegations involving child pornography. "I am stunned, surprised and disappointed by what I have learned," the senator said in a statement.

Loskarn is on leave without pay, and Alexander says his office is fully cooperating with the investigation.

It wasn't long ago that things were looking rather good for Loskarn. A former staff director of the Senate Republican Conference, he was on Roll Call's 2009 "Fabulous 50 Movers and Shakers" on Capitol Hill list. He became Alexander's chief of staff at the end of 2011. Before then, he was the staff director of the Senate Republican Conference for more than two years and worked in the House as an aide for seven years for various Republican lawmakers.

GOP Sen. Lamar Alexander’s chief of staff was arrested Wednesday afternoon on charges of possessing and distributing child pornography, the Justice Department said.

Jesse Ryan Loskarn — who goes by his middle name — is expected to be arraigned on Thursday morning in federal court.

“Jesse Ryan Loskarn, 35, of Washington, D.C., was arrested this afternoon by the U.S. Postal Inspection Service based on probable cause for possession and distribution of child pornography charges,” a Justice Department spokesman said in a statement. “He remains in custody pending a court hearing that is expected to be scheduled for tomorrow at the federal courthouse in Washington, D.C.”

Postal Service agents searched Loskarn’s home earlier in the day, and then took him into custody. Loskarn’s computer in Alexander’s office was also searched, with the senator’s permission, Senate sources said.

Alexander, a Tennessee Republican, subsequently removed Loskarn from his office’s payroll and promoted longtime aide David Cleary to the chief of staff job.

Then I read this comment on the Hill article and if true, seems to be more to this story:

"All these cases resulted from sexually profiling people because of their purchases from Azov Films, a company selling mainstream movies and some nudist material, Nothing Azov sold depicted sexual activity. Other material discovered incidental to search warrants obtained based on being on the Azov customer list is kind of poisoned fruit of the poisoned tree.

They didn't actually find the videos you describe on Loskam's computer. Instead, they claimed to have obtained hashes of the files associated with his IP address on a peer to peer file sharing network, and the agents then downloaded the files from other computers in the network, and characterized their content.

We don't know how much, if any, of those files Loskam downloaded. He could have killed them 1` second after doing a search. So there's really no evidence the hardcore child porn claimed by the agents was ever in his possession.

One wonders if he had the files, and was offering them, why they didn't just download them from his computer. So the whole thing sounds fishy.

The other Azov content is described as "Sexually Explicit Conduct", designed to sound like "Explicit Sexual Conduct," when in fact referring to simple nudity, and of course, they've redacted everything about Azov and the names of the movies, so no one can fact check their deception.

So there's really no evidence here that Loskam had anything other than the nudist films he purchased from Azov, and quite a bit of evidence of a deliberate attempt to mislead in the "statement of facts."

An affidavit from a U.S. postal inspector alleged Loskarn made several purchases in 2010 and 2011 from a Canadian company selling sexually explicit DVDs and streaming videos, the majority of which featured underage nude boys.

Federal investigators also said that in October, child pornography files were being offered for download on an Internet peer-to-peer network linked to Loskarn's residential IP address.

It included a 28-minute video of graphic material featuring children reportedly as young as 6 years old, authorities said.

It didn't even have to be the file itself; they found his IP on a torrent tracker, because they were on the same torrent.
