"Amazon Web Services recently won a reported $600 million contract to build the U.S. Central Intelligence Agency (CIA) a cloud. But that cloudwill not look like any other cloud on the planet (http://www.networkworld.com/news/2013/111413-amazon-franken-cloud-275960.html?hpg1=bn). Amazon will build the cloud using AWS architectures and AWS will manage it, but executives hinted that it will not be accessed the way other customers use AWS services through the public Internet. 'We're managing the operations in the data center,' Andy Jassy, Amazon's senior vice president and the head of the company's cloud computing division AWS said about the CIA deal. 'It's our hardware, it's our networking.'"

There are many valid security and privacy reasons for individuals and corporations not to risk putting data in the cloud. I suspect these decision debates will automatically end with "if it is good enough for the CIA".... Which I believe is part of the intention of the CIA making this move, propaganda purposes.

It is to all intelligence agencies benefit that it become common place for everyone to use public cloud computing.

Amazon builds cloud servers for everyone. Maybe if healthcare.gov used AWS it would have actually worked.
