It's a gimmick. Most people are just not good at getting put on the spot, especially when the guy is leading them. Part of what causes them to hesitate before answering is because they are confused WTF this guy is asking about, and generally trying to be agreeable.

That being said, I'm sure we really do have people out there who do not know who MLK is.

My brain literally won't let me believe there really are people this historically illiterate, so my take on it is that the interviewees just think Mark must be a mentally-disturbed person who somehow got hold out of a microphone and a cameraman, and are just trying to humor him.
