I don't agree with all of the positions they claim that libertarians should take. They say that protecting "sexual orientation by civil rights laws" is a "libertarian" position, and they say that allowing churches to provide welfare services is an anti libertarian position. I don't think this website really understands libertarianism. They confuse it with social liberalism.

'allowing churches to provide welfare services' is referring to faith-based initiatives, which are a Republican form of welfarism.

Though you are right, most of the choices presented are wholly, entirely entrenched in statist solutions.

I'm not sure if that's what the question is referring to or not. I thought Ron Paul has always advocated doing away with government welfare and having churches provide welfare, having churches "take care of people." That's what I thought the question was referring to.
