Speaker John Boehner is considering letting the House take the initial vote Wednesday on a Senate-prepared bill to lift the debt ceiling and restart funding for the shuttered federal government--apparently even if House conservatives object.

If they do object, it would mean Minority Leader Nancy Pelosi and her House Democrats could become critical to its passage.

"Boehner will need Pelosi votes," said one senior Democratic aide, familiar with what he described as the cross-party negotiations that have been occurring Wednesday morning.

"Not sure she'll give them, but I imagine she will."

Boehner's office had no comment. But a senior House GOP leadership aide confirmed the talk, saying the bill could go to the House rules committee in the next few hours.

The Democratic senior aide said House Democratic leaders already have been meeting Wednesday morning to discuss what to do.

Such a move by Boehner, if he decides to make it, would come as the administration's Thursday deadline for hiking the nation's $16.7 trillion borrowing cap is less than 24 hours away.

According to the aide, Boehner and the House would act first on Wednesday on a bill put together overnight in the Senate, will extend the debt limit until Feb. 7, and include a continuing resolution until Jan. 15, according to a source familiar with the negotiations.

The deal would also include a Dec. 15 deadline for a budget conference report, as well as an anti-fraud provision designed to verify income for those who receive subsidies under the Affordable Care Act.

The Senate would then take up the bill.

And because the House had taken up the bill first, its procedures would require then just one cloture vote. If the Senate were to first act on the bill on Wednesday, Republican hard-liners could object, and parliamentary rules could push final action to Friday or Saturday, instead.

Then, upon passage, the bill could be sent to the president for signing.

Senate leaders, according to the aide, are expected to come to terms with its plan at about 10 a.m.. The House is set to reconvene at about noon.

Anyone who is keenly informed of the process knew full well that this would be resolved the same way the Hurricane Sandy aid bill was resolved. The only consolation may be that Boehner irrepairly damaged himself.

Assuming the above is accurate, the debt ceiling "debate" has just ended with Boehner folding like a cheap lawn chair again as he did during the Fiscal Cliff "negotiations", the GOP getting nothing, the Democrats getting everything they wanted, and US credibility - having taken the reserve currency to the edge - shaken now more than ever.

Democrats always get whatever they want. Left is the only direction this country has ever moved.

I must be psychic. A few weeks ago I said after the debt ceiling is raised and Obama gets exactly what he wants, he will move on to the next divisive and highly charged issue-immigration reform. I''m sure he'll get whatever he wants on that too.

With Boehner on his way out, it's gluttony time. The establishment will be going full tilt. The country is literally falling apart politically, which is a good sign. Now we can get down to the real business.

With Boehner having given up resistance, in the process throwing his speaker position in jeopardy, and a bipartisan deal virtually assured, the only remaining wildcard is whether any Republican Senator will filibuster, or in any other procedural way, delay a 11th hour deal. Naturally, the most likely candidate here is Ted Cruz of record filibuster fame. And indeed, when asked earlier, if he will "obstruct" any deal in a process that may delay the final debt-ceiling resolution until the weekend, Cruz had no comment. Bloomberg quotes Cruz as saying "I am heading to this meeting," as he entered meeting of Senate Republicans. That said, even a full frontal assault by Cruz would at best delay the deal should it have the support of the two chambers. So while the popcorn is almost over, the drama may still have a few hours left in it.

Here is what that "stunning reversal for the speaker" deal looks like. In short: the can has been kicked for three months, to early February.


But the fact that House Republicans are now planning to go that route marks a stunning reversal for the speaker who had backed his conservative wing’s drive to gut Obamacare as part of the government shutdown fight, now in its third week.

The bill will barely scathe Obamacare, however, and putting it on the floor will mark a huge concession by the House after sparking a 16-day government shutdown over insistence that the health care law be defunded or delayed as a condition to keep the government open. Dozens of conservatives in the House will be disappointed by the proposal and Boehner will need Minority Leader Nancy Pelosi to deliver a bevy of votes to pass the bill.

Reid (D-Nev.) and McConnell (R-Ky.) are very close to finishing an agreement to reopen the government through Jan. 15, lift the debt ceiling through Feb. 7 and develop a bicameral budget committee that would be required to develop a conference report by Dec. 13.

The plan includes a proposal offered by McConnell in the 2011 debt ceiling crisis that allows Congress to disapprove of the debt ceiling increase, which means lawmakers will formally vote on whether to reject of the debt ceiling increase until Feb. 7. Obama can veto that legislation if it passes. If Congress fails as expected to gather a two-thirds majority to override the veto, the debt ceiling would be raised.

The deal would also deliver back pay to furloughed federal workers, require income verification for people seeking health-insurance subsidies under the Affordable Care Act and also allow the Treasury Department to use extraordinary measures to pay the nation’s bills if Congress doesn’t raise the debt ceiling by Feb. 7.
