Easy: It was in both Reagan platforms.
These guys want to quote Reagan all the time, but they've never achieved the missing pieces of his platform.

Yeah, he 'explained' it by slipping in the Reagan reference.
He didn't have 5 minutes to break it down, I think he did well to at least tie his position back to Reagan.

I agree, in the essence of time it seems to be a valuable thing to note what you did that was similar to Regan.

A quick soundbite would have included saying, "Reagan called the Department of Education a 'bureaucratic boondoggle' when it was first created, and it has only gotten worse since then."
