I know you might say no because the EU is bloated and whatnot... but here me out.
EU member nations (which would be the states) have lots of control over their own domestic affairs. But the EU has open borders and free trade within the EU zone. Each EU state also has their own military (which would be like each state having their own militia/military), so it would seem the EU is like a confederation.
