The White House will announce on Friday nearly $300 million in new, re-purposed and freed-up grants from the Obama administration and private foundations to help the ailing Motor City.
Much of the money had been awarded in previous years, but the administration is speeding delivery of the funds. Millions were delayed due to red tape, mismanagement from the city or other problems, officials said.

“You have nearly $300 million in resources that are being expedited, pledged, re-purposed for the economic development and revitalization of Detroit,” Sperling told Detroit reporters, adding the funds are the product of two months of work and meetings of the Obama administration and with private foundations. “This is an ongoing effort. We are going to stay at it.”
...
“We’re in a very tight budget time,” Sperling said, adding he couldn’t say how much of the funding was new versus how much was awarded previously. “Our greatest opportunity has been on finding resources that were in some way due to Detroit but were either not on track to get out quickly or had been held up for years or were not headed towards what the people of Detroit thought were their highest uses.”
Sperling said the federal government looked for ways to expedite funds. “The overwhelming focus has been to look in every corner of the federal government for where there are resources that are owed to Detroit that are not getting out,” Sperling said.
