Of course they are. Expecting them to is like taking the word of a meth addict to stop doing meth. Even if they're "honest" they aren't going to be able to stop. The entire system is addicted to the drug of fiat money. And like any drug addict the only time they'll stop is when they hit rock bottom or are dead. It may have been "unexpected" to the LA Times but to the rest of us it was no surprise at all.
