U.S. Senator Charles Schumer on Monday urged the FAA to designate the Air National Guard Base in Syracuse as one of six test sites for drones.

Schumer said that the Air National Guard’s MQ-9 reaper drone is putting the base in the forefront of the region’s application with the FAA.

The FAA has received 50 applications nationwide and has narrowed the list to 25, including the 174th attack wing at Hancock Field. If the local application is accepted, it would help make central New York a center for drone research and development.

A decision is expected in about six months.

UTICA —
Central New York could become one of the leaders for testing new uses for unmanned aerial vehicles, more commonly known as drones.

Sen. Charles Schumer and local officials pushed Griffiss International Airport as a possible home for testing future commercial drone use during a news conference Monday afternoon.

The area has a perfect mix of academic and industry expertise, unique testing conditions and an established drone presence that make it an ideal location for the research, Schumer said.

“This region has the chance to be the center of this new industry of applying new uses for unmanned aerial vehicles,” he said.

Nationally, the industry is expected to create about 70,000 new jobs by 2017 with an economic impact of $82 billion by 2025.

Under the Northeast UAS Airspace Integration Research Alliance several locations in the Northeast, including Griffiss, Fort Drum, Hancock Airport and Cape Cod, Mass., will use federal money to study how to integrate drones in to the National Airspace System.

The alliance, a consortium of public and private entities in New York and Massachusetts, is led by Syracuse-based CenterState CEO.

The Federal Aviation Administration is looking for six sites through out the country. There are 25 areas competing for the five years program.
The proposal also drew strong support from Rep. Richard Hanna, R-Barneveld.

“The collaborative effort that our industry experts and high tech research and development firms on the NUAIR team have put together is strong,” he said in an emailed statement. “I am currently pushing the FAA to move forward with its test site selections as quickly as possible and will continue to show my support for NUAIR’s proposal with the FAA.”

Drones could eventually be used to prevent border smuggling, aid in disaster recovery, transport freight and mail or even spread pesticides on crops.

This research and testing would take place across Upstate New York and Massachusetts in restricted airspace.

The drones would occasionally enter commercial airspace as part of that testing, but would immediately return to restricted airspace.

NUAIR has proposed using two restricted airspaces, one over Fort Drum and another over Cape Cod, Mass.

A decision is expected in the next six months with testing to begin in 2015.

There is no reason the area shouldn’t be picked as one of the six sites, Schumer said.

“We shouldn’t just win by a nose; we should win by several lengths,” he said.
